The Providence of ZAKAT

Mobilization of ZAKAT for Development in Mauritania and the World – Marine Foundation Initiative

The Blessing Which I knew Would Come From Heaven

The Marine Foundation, in alignment with its mission for sustainable development and social empowerment, is launching a strategic initiative to mobilize and channel Zakat resources in Mauritania. This effort aims to structure and direct Zakat contributions toward impactful programs that uplift vulnerable communities while ensuring full compliance with Islamic principles.

Through a dedicated Zakat platform, the Marine Foundation will:

  • Empower rural women by supporting income-generating activities that foster financial independence.
  • Strengthen traditional education by assisting mahadras and Quranic schools to enhance learning opportunities.
  • Improve children’s education by facilitating access to quality learning resources and infrastructure.

By collaborating with religious institutions, local authorities, and community leaders, the Marine Foundation seeks to optimize the impact of Zakat, ensuring that funds reach those in need efficiently and transparently. This initiative aligns with Islamic social finance principles, promoting sustainable and inclusive development while reinforcing the vital role of Zakat in poverty alleviation.

Zakat is the Wisdom of Islam

ZAKAT Differs From Other Forms of Charity in Several Key Ways:

1. Obligation vs. Voluntary:

Zakat is a mandatory act of worship in Islam, required of all eligible Muslims, whereas other forms of charity, known as Sadaqah, are voluntary and can be given at any time and in any amount.

2. Specific Calculation:

Zakat is calculated based on a fixed percentage (usually 2.5%) of an individual’s savings and wealth that has been held for a lunar year. This specific calculation distinguishes it from other charitable donations, which may vary widely based on personal choice.

3. Purpose and Use:

Zakat has specific purposes defined in Islamic law, primarily aimed at supporting the poor, the needy, and other designated categories such as those in debt, travelers in need, and for the cause of Allah. While other charitable acts can be directed towards any cause, Zakat must adhere to these guidelines.

4. Spiritual Significance:

Zakat is considered one of the Five Pillars of Islam, emphasizing its importance in the Muslim faith. It is viewed not only as a means of helping others but also as a way to purify one’s wealth and soul.

5. Community Impact:

Zakat is often collected and distributed in a structured manner, sometimes through established organizations (Marine Foundation) or community leaders, ensuring a more organized approach to alleviating poverty and supporting community development compared to informal charitable acts.

Overall, while all forms of charity aim to help those in need, Zakat is distinct in its obligatory nature, structured calculation, specific purposes, spiritual significance, and community-focused implementation.

The Light of Giving – Chairman’s Speech

ZAKAT and the Marine Foundation’s Mission of Hope

There is a sacred rhythm in the act of giving, an eternal cycle in which blessings flow from those who have to those who need. In that exchange, hearts are softened, communities are built, and dignity is restored.

In the vast landscape of our world, where many walk the path of privilege and others tread the more challenging roads of struggle, a divine bridge unites them: Zakat. A pillar of Islam, a gift from the Most Merciful, Zakat is not simply charity—it is purification, love in action, and a silent promise from one soul to another that no one is forgotten.

The Marine Foundation stands at the meeting point of generosity and responsibility. In embracing Zakat, it does not simply distribute wealth; it carries the giver’s trust and the receiver’s hope. It stands as a guardian, ensuring that the sacred duty of those who give is fulfilled with the utmost integrity, reaching the hands and hearts of those whom destiny has tested.

Imagine the quiet gratitude of an orphan child who receives an education because someone, somewhere, believed in the power of giving. Imagine the silent prayers of a widow whose dignity is restored because the burden of financial despair has been lifted. Picture the humble madrasas and Quranic schools, their doors open to seekers of knowledge, flourishing because of the faith of those who give, knowing that knowledge is light and must be shared.

Zakat is not just the act of giving; it is the essence of humanity at its finest. Islam reminds the world that wealth is not meant to be hoarded but circulated, that no soul should be left behind, and that true prosperity is measured not by what we own, but by what we give away in the name of the Creator.

In honoring Zakat, the Marine Foundation honors Islam’s timeless wisdom. It holds high the banner of peace, respect, and empathy, walking the path of those who believe that every abandoned child, every forgotten elder, and every struggling family is worthy of love, care, and opportunity. In doing so, it extends an invitation—not just to Muslims but to all of humanity—to witness the beauty of faith in action.

To those who give, you are the unseen angels of mercy. You may never meet those whose lives you have changed, whose futures you have brightened, whose tears you have replaced with hope—but know that the heavens bear witness to your kindness. And to those who receive, your struggles are not unseen, nor unvalued; you are the sacred trust of a society that still believes in goodness, and you are worthy of the love that Zakat brings.

Let this be a call, not just to those who give, but to those who dream of a world where the Creator’s mercy is reflected in the hands of humanity. Let the Marine Foundation be the vessel through which this mercy flows, ensuring that every dirham, every dollar, every offering made in faith is transformed into a beacon of hope.

For in giving, we do not diminish—we grow. And in sharing, we do not lose—we gain. And through Zakat, we do not merely help others—we honor the divine order of a world where love and justice must always find their way.

The Marine Foundation’s Physical Mineral Corporation in Africa

Compass Resource is a registered SARL (Société à Responsabilité Limitée), a type of limited liability company commonly found in French-speaking countries and other civil law jurisdictions. This structure is equivalent to a “Limited Liability Company” (LLC) in English. Through its partnership with the Marine Foundation, Compass Resource is positioned to raise capital via public stock offerings in collaboration with its sister corporation, MBD Gold Japan. The company offers exceptional flexibility in both management and profit distribution. Compass Resource can accommodate up to 100 shareholders, aligned with its growth strategy, product development, and plans for expansion across at least 40 African nations.

Compass Resources SARL, Mauritania, holds multiple licenses granting us the exclusive rights to explore and harness the country’s vast mineral wealth. These licenses cover a range of highly sought-after resources, including:

  • Gold

  • Quartz

With these rights, we are uniquely positioned to develop high-potential mining projects across Mauritania. Our dedicated team is actively conducting extensive fieldwork and in-depth geological studies to turn these opportunities into sustainable, world-class mining ventures that meet international standards.

Our Physical Assets

MBD Bank is the financial engine driving the Golden Trade Road. With a potential charter of Wells Fargo, MBD Bank is set to establish itself as a leader in financial innovation and gold asset management. Its operations are centered around a groundbreaking gold-based financial platform that integrates modern banking with Africa’s abundant natural resources.

Key to this initiative is the establishment of the largest and most modern gold refinery on the African continent, aptly referred to as the “Motherland.” This refinery will not only process Africa’s gold to the highest international standards but also create a sustainable value chain that benefits local economies. By fostering local job creation, skill development, and technological transfer, the refinery becomes a catalyst for economic empowerment.

Simultaneously, MBD Gold Japan Corporation complements this effort by creating a gold depository structure for buyers and investors in Japan. This system ensures that gold assets are managed with the utmost security, transparency, and efficiency, providing stakeholders with unparalleled confidence in their investments.

A Revolutionary Economic Humanitarian Platform

What sets this initiative apart is its dual focus on economic development and humanitarian impact. Unlike traditional ventures that prioritize profits over people, the Golden Trade Road embodies the Marine Foundation’s ethos of creating systems that serve humanity. By integrating financial innovation with social responsibility, the platform addresses critical challenges such as poverty alleviation, infrastructure development, and educational empowerment.

This model is bolstered by the Marine Foundation’s tax-exempt status and diplomatic immunity, which provide a secure and efficient framework for fund management and allocation. Every dollar invested is accounted for with the utmost integrity, ensuring that resources are channeled directly into projects that deliver measurable impact.

Already 500 KM2 of Mining Territory

Early stakeholders in this initiative are not merely investors; they are pioneers in a movement that redefines global economic engagement. By aligning their interests with the Marine Foundation’s vision, stakeholders gain access to a platform that offers unparalleled opportunities for growth, innovation, and impact.

The entry into this venture is intentionally limited to ensure exclusivity and strategic alignment. This approach guarantees that every participant shares the Marine Foundation’s commitment to creating a better world. The initiative’s legitimacy and potential are underscored by the Marine Foundation’s proven track record of communication and diplomatic establishment in Africa and its vast global network, with the ability to operate with diplomatic privileges across 240 nations.

Certification Process of mineral mining territory

Certifying mineral mining territory involves several key steps, which may vary depending on the country and local regulations. Generally, the process includes:

1. Exploration and Assessment: Conduct geological surveys and exploratory drilling to assess the mineral deposits. This may include sampling and testing to determine the quality and quantity of minerals.

2. Environmental Impact Assessment (EIA): Evaluate the potential environmental impacts of mining activities. This assessment often involves stakeholder consultations and compliance with environmental regulations.

3. Obtaining Permits and Licenses: Apply for the necessary permits from government authorities. This may include mining licenses, land use permits, and environmental permits.

4. Land Ownership and Rights: Ensure that you have the legal rights to mine the land. This may involve negotiations with landowners or indigenous communities, and adherence to local laws regarding land use.

5. Compliance with Regulations: Adhere to local, regional, and national regulations concerning mining operations. This includes health and safety regulations, labor laws, and environmental protections.

6. Certification Bodies: In some cases, you may need to work with certification bodies or industry organizations that verify compliance with certain standards, especially if you’re pursuing sustainable or responsible mining certifications.

7. Regular Monitoring and Reporting: After certification, ongoing monitoring and reporting may be required to ensure continued compliance with regulations and standards.

Legal and industry experts to navigate the specific requirements is a prerequisite.

Marine Foundation Economic planning synopsis:

In our quest for a brighter and more secure future, establishing a genuine Development Bank emerges as a superior alternative to traditional sovereign funds. This visionary institution can reach across international boundaries, empowered by the status of diplomatic immunity, which multiple nations must recognize to wield its actual protective influence. A Development Bank offers a million-fold advantage over a government sovereign wealth fund.

I am proud to share that I have laid the groundwork for this transformative vision. The banking license has been duly secured and designated MBDBANK, symbolizing our unwavering dedication to innovation and progress. Complementing this, I have established the MARINE FOUNDATION, a registered organization committed to fostering sustainable development.

The Marine Bank of Development, known as MBDBANK, is poised to become the largest gold reserve bank on the planet, a testament to our ambitious goals and commitment to excellence. I have meticulously designed what will be the world’s largest gold refinery, collaborating with a cooperative network of 800 to 2,000 mining companies to ensure a sustainable supply chain and foster economic growth.

This refinery will be more than just a processing facility; it will serve as a science and ecological tourism hub, featuring showrooms, vocational training facilities, and a cutting-edge research center. It will be where innovation meets education, empowering future generations with the skills and knowledge they need to thrive. The refinery is set to process gold, precious metals, base metals, and minerals.

The refinery compound will include its cargo and private aircraft landing field, with direct access to port authorities, facilitating efficient operations and global connectivity. I envision the most significant gathering systems in the world, hosting 100 annual events and creating a powerful membership platform that unites and inspires individuals from all walks of life.

Our signature projects aim to transform key areas such as education, technology, healthcare, and infrastructure, creating a lasting impact that uplifts communities and fosters resilience. We are deeply connected to 241 nations and embody a global vision for collaboration and progress.

We aspire to surpass traditional frameworks through the UNITED FIVE OCEANS (U5O.ORG), offering unparalleled diplomatic and business leadership that champions unity and cooperative advancement.

All of these initiatives are underpinned by a profound commitment to humanity’s unconditional development and liberation. With a vision centered on divine principles, we seek to unify our differences under the shared ideals of morality, thriving economies, and peaceful relations.

Strategic Ventures & Diplomatic Endeavors: A Vision for Global Development

Dear Potential Partners,

I wanted to take a moment to share with you some of the key projects currently occupying my focus. These endeavors reflect only a fraction of my ongoing initiatives, and I am grateful for the support of many dedicated individuals who contribute to their realization.

Beyond executing these ventures, I am also actively seeking committed regional partners who can join me in transforming these visions into tangible success.

International Trade & Strategic Ventures

One of my foremost priorities is importing premium-quality octopus from the rich waters of Mauritania to the discerning Japanese market. This venture is well underway, with all foundational elements securely in place—an experienced operational team, established logistical pathways, and a robust banking infrastructure that ensures smooth transactions.

My foundation, which is formally registered in five African nations, holds a distinguished diplomatic seat and valuable assets in the form of precious metal land, providing us with substantial leverage for international trade.

Diplomatic Role & Expansion in Japan

I am deeply honored to have received the official endorsement from Sierra Leone as their Ambassador to Japan. This esteemed role grants me the unique opportunity to foster bilateral trade and investment between Africa and Japan. A primary objective within this mandate is securing the necessary funding to acquire the Sierra Leone Embassy in Tokyo. This endeavor holds great significance as it will be the foundation for my formal nationalization process. It will allow me to obtain a Sierra Leonean passport and reinforce my capacity to negotiate high-level government contracts for manufacturing in Africa.

Banking & Financial Development in Africa

A significant milestone was when I secured a banking license in The Gambia. This is a pivotal step towards establishing a gold reserve facility, which will act as a cornerstone for economic development initiatives across the African continent. Under the name MBDBANK (Marine Bank of Development), this financial institution will play a crucial role in structuring and channeling investment into key sectors, supporting industrial growth, and fostering long-term prosperity.

Strategic Investments & Infrastructure Expansion

Madagascar: Our presence is officially registered in the capital, where I am acquiring a hotel. This strategic location will be a central hub for business operations and high-level engagements.

Africa’s First Supermarket Franchise: I am laying the groundwork for a revolutionary retail enterprise, FirstNational, which aims to be the first major African supermarket franchise. This ambitious project will begin with a 30,000 m² flagship store in Cape Town, with a vision to expand across the continent, establishing a robust supply chain that supports local producers and enhances food security.

Luxury Hospitality & Exclusive Retreats:

1 – Hawaii: I own four acres of prime land, where I envision creating a luxurious, membership-based resort catering to an elite clientele from Japan. This sanctuary will provide a world-class experience, blending exclusivity with the island’s pristine natural beauty.

2 – Izu, Japan: My 18,000 m² property, blessed with natural hot spring waters, is set to be transformed into a breathtaking gathering space—an oasis of relaxation and high-level networking. This venue will host distinguished guests and serve as a convergence point for cultural and business exchanges.

The Road Ahead: Seeking Investment & Strategic Partnerships

These projects represent only a glimpse of the larger vision I am bringing to life. Several other initiatives are currently in development, each designed to create substantial economic and social impact. As I move forward, I seek a principal investor-sponsor who can inject a few million dollars into these ventures. This capital infusion will act as a catalyst, unlocking even more excellent opportunities and drawing in additional stakeholders eager to be part of this transformative journey.

If you have read this message, I truly appreciate your ongoing dedication and excellent review. I look forward to keeping you updated as these initiatives progress, and I hope to explore potential synergies shortly.

Best regards to all soon partners,

Introduction

Corporate-Sponsored Language Learning: A Bridge to Global Opportunities

Companies and corporations transform their facilities into language learning centers through an innovative corporate-sponsored model, freeing employees and community members to learn Japanese and Korean. These spaces seamlessly transition into classrooms after working hours and on weekends, fostering continuous learning and cultural exchange.

Beyond education, this initiative enhances corporate prestige, positioning companies as forward-thinking leaders invested in workforce development and community enrichment. By hosting these language programs, businesses gain valuable exposure and promotional benefits, strengthening their reputation while establishing meaningful connections with potential investors and stakeholders from Japan and Korea—two of Asia’s most influential economies.

Furthermore, this initiative lays the foundation for vocational training programs, equipping employees with specialized skills that drive professional growth and economic advancement. By investing in education, companies empower their workforce and contribute to Africa’s integration into the global economy, fostering innovation, collaboration, and sustainable development.

To formalize this transformative initiative, the Marine Foundation will register 50,000 African corporations under the program, starting with 5000 in 2025, granting them a license to access the system’s advanced language learning content. This exchange gives businesses exclusive rights to a fast-track language acquisition system, ensuring their employees gain the linguistic skills necessary to engage with Asian markets and seize global opportunities.

Communicative Revolution of Africa

Marine Foundation Plans to Initiate 50 000 Language Centers in Africa

JAPIA: A New Dawn for Africa-Asia Collaboration

Africa, a continent of unparalleled cultural and linguistic richness, has long navigated the complexities of inherited colonial languages such as English, French, and Portuguese. With thousands of native tongues and dialects, the arrival of Western influences—though often marked by economic and political subjugation—has inadvertently provided a medium of unity. However, the time has come for Africa to forge its own financial path, breaking free from the vestiges of Western economic colonization. The recent geopolitical shifts have shown Africa’s determination to redefine its destiny, nation by nation, as it seeks to sever the financial chains of Europe.

The next logical step in Africa’s quest for sovereignty is diversifying its global partnerships. In this pursuit, Asia emerges as the most strategic and promising ally. Remarkably, Japan and Korea—two of the world’s most formidable economies—offer Africa a pathway to technological advancement and a fresh linguistic and cultural partnership free from historical burdens. Unlike colonial languages, Japanese and Korean allow Africa to engage with global leaders in innovation, infrastructure, and medical advancement without the shadows of past exploitation.

JAPIA: Japan Africa Partnership Initiative Agency

Recognizing this unprecedented opportunity, the Marine Foundation has launched JAPIA—the Japan Africa Partnership Initiative Agency. This visionary project seeks to introduce Japanese and Korean as new secondary languages in Africa, thereby equipping African nations with a direct communication bridge to Asia’s most advanced economies. The mastery of these languages will not only empower African professionals and youth but also invite the brightest minds from the East to invest in Africa’s transformation.

Through JAPIA, Africa will harness a new educational paradigm that seamlessly integrates technology, economic growth, and linguistic proficiency. By facilitating the learning of Japanese and Korean, Africa will gain access to the highest standards of technological exchange, paving the way for mastery in fields such as education, infrastructure, and medicine.

Building the Future: 5,000–50,000 Language Learning Centers

The first phase of this groundbreaking initiative begins in 2025, in collaboration with Asia’s most advanced learning software providers and online educational platforms. These centers will revolutionize language acquisition through fast-learning systems requiring only a widescreen and a single animator per facility.

The implementation strategy ensures accessibility and efficiency. African companies will play a pivotal role by providing venues for these learning centers during non-working hours. With a simple classroom setup, a screen, and an appointed language animator, these spaces will transform into knowledge hubs. Companies participating will gain sponsorship recognition through a licensing model, allowing them to support education in their communities while benefiting from a workforce equipped with Asia’s most strategic languages.

A Vision for the Future: Language Education for Africa’s Economic Empowerment

The JAPIA Learning System: Unlocking Africa’s Future Through Language and Innovation

The JAPIA Learning System is a groundbreaking initiative designed to bridge the linguistic and economic gap between Africa and two of the world’s most advanced economies—Japan and Korea. By integrating corporate sponsorship, digital innovation, and artificial intelligence, JAPIA goes beyond conventional language education, creating a sustainable, scalable, and transformative model for millions of African learners.

At its core, JAPIA redefines how language acquisition is structured and delivered. Instead of relying on expensive institutions or inaccessible programs, the system utilizes corporate spaces during off-hours, turning offices into language learning hubs equipped with large digital screens, high-speed internet, and interactive learning software. These centers offer pre-prepared, AI-assisted lessons, ensuring that learners experience an engaging and immersive environment while developing practical communication skills in Japanese and Korean.

One of the most innovative aspects of JAPIA is its AI-powered virtual teaching system, which includes real-time pronunciation correction, speech recognition, and interactive exercises. Live lessons with native instructors from Japan and Korea further enhance cultural understanding, ensuring that African students not only master the languages but also develop a deep appreciation for Asian business etiquette and work ethics.

The economic impact of JAPIA is profound. By equipping Africans with Japanese and Korean language skills, the system opens doors to high-level employment opportunities, global trade partnerships, and investment collaborations. Graduates of the program will have access to exclusive internships, job placements, and business networks in both regions, enabling them to compete on an international scale. This initiative also strengthens Africa-Asia economic ties, paving the way for more direct trade, knowledge exchange, and technology transfers.

JAPIA’s funding model ensures free access for students while maintaining financial sustainability. African companies purchase licenses to host learning centers, benefiting from branding opportunities, workforce development, and stronger business relationships with Asian partners. In return, communities gain access to high-quality education at no cost, making the program both inclusive and impactful.

Through JAPIA, Africa is not just learning a language; it is gaining the tools to shape its own future. This initiative represents more than just education—it is a gateway to economic empowerment, technological transformation, and global leadership. With this visionary approach, JAPIA positions Africa as a key player in the global economy, fostering innovation and self-sufficiency for generations to come.
