To uphold this principle, the Marine Foundation has introduced the Government Accountability Office (GAO) as a mandatory system to ensure the transparent distribution of public funds to projects in need. Additionally, the Foundation has moved away from the concept of investment, instead embracing sponsorship as a means of naturally distributing wealth for the growth and prosperity of all nations.

The GAO system draws inspiration from the accounting, audit, and due diligence expertise of our esteemed colleague, Mesfin Zaid. His 35+ years of experience in banking and finance, coupled with his commitment to transparency and accountability, have been instrumental in shaping the GAO’s framework. Mesfin’s dedication to ensuring funds reach their intended projects has been invaluable in developing a system that upholds the Marine Foundation’s core values.

Mr. Mesfin Zaid will operate his office under the strict supervision and advisory counsel of the “Chamber of Law,” which serves as the protective assembly of the Marine Foundation. The Chamber of Law is composed of 14 women from the supervisory assembly, each of whom oversees up to 9 legal staff members, as stipulated in the constitution of the Marine Foundation. This structure ensures that legal matters within the Foundation are managed efficiently and with the highest standards of professionalism.

THe System of Gao

The MARINEF Government Accountability Office (GAO) is responsible for investigating all matters related to the receipt, disbursement, and application of funds within The Marine Foundation. It presents reports and recommendations to the President and Board of Directors of the Foundation to enhance security and efficiency.

The GAO operates independently as a fact finder and supports The Marine Foundation in fulfilling its fiduciary duties. Its mission is to improve the Foundation’s performance and ensure accountability for the benefit of its members and the broader world.

In addition to financial audits, the GAO conducts performance audits to assess the effectiveness of the Foundation’s programs and activities.

The GAO is often referred to as “The Foundation’s Watchdog” due to its frequent audits and investigative reports that identify waste and inefficiency within the Foundation.

Establishing a GAO within The Marine Foundation is recommended to enhance oversight and accountability.

The Marine Foundation Trust is designed to provide funds to all signature projects and agencies of the Marine Foundation platform worldwide.

To ensure the security and longevity of the funds, the Marine Foundation Trust will have accounts established in nations where the Foundation operates.
