PREAMBLE

Recognizing the universal importance of African and Afro-descendant culture as a foundation of global heritage;

Honoring the proclamation of the Journée Mondiale de la Culture Africaine et Afro-descendante (JMCA) by UNESCO, celebrated every January 24th worldwide;

Acknowledging the mission of the Marine Foundation to promote peace through educational, cultural, environmental, and socio-economic development projects across 240 nations;

Affirming the launch of AFRICAFEST, a 14-day international festival dedicated to the celebration of African culture, innovation, youth empowerment, and creative industries, hosted under the Marine Foundation’s global protocol;

The following Agreement expresses the shared intent of partnership and cultural alliance between JMCA and Marine Foundation – AFRICAFEST, forming a united international platform for the elevation of Africa’s cultural, economic, and spiritual renaissance.

ARTICLE 1 – PURPOSE

1 – This Convention establishes a formal association between JMCA and AFRICAFEST in order to:

2 – Align the JMCA Day (January 24) as the official opening ceremony of AFRICAFEST each year.

3 – Extend the spirit of JMCA across a 14-day global festival hosted under the Marine Foundation’s international system.

4 – Promote the values of African heritage, creativity, peace, and global unity through coordinated cultural diplomacy.

ARTICLE 2 – SHARED PRINCIPLES

Both parties agree to work together in the spirit of:

  • Cultural Renaissance – preserving, promoting, and transmitting African cultural legacies.

  • Peace and Education – using artistic and cultural exchange as tools for diplomacy and human development.

  • Economic Empowerment – supporting the creative, tourism, and cultural industries of Africa.

  • Youth and Community Engagement – providing opportunities for African youth to shine on the world stage.

ARTICLE 3 – MUTUAL ENGAGEMENT

JMCA commits to:

1 – Offer its official symbolic endorsement as the cultural foundation of AFRICAFEST.

2 – Share communication channels, content, and institutional support when appropriate.

3 – Introduce AFRICAFEST to JMCA’s global network of cultural stakeholders.

The Marine Foundation commits to:

1 – Host AFRICAFEST as the official 14-day extension of JMCA each year.

3 – Include JMCA dignity and protocol within its ceremonies, programs, and media.

4 – Promote JMCA’s core values throughout all AFRICAFEST activities and communication campaigns.

ARTICLE 4 – FESTIVAL FORMAT

AFRICAFEST will be held annually for 14 consecutive days following the JMCA celebration on January 24 and may include:

  • International ceremonies and cultural performances

  • Africa-focused academic forums, conferences, and masterclasses

  • Pan-African marketplace (fashion, art, culinary arts, music, cinema)

  • Awards ceremonies honoring cultural excellence and peacebuilding

  • Youth and women leadership programs

  • Diplomatic receptions and partnering opportunities

ARTICLE 5 – NON-FINANCIAL AGREEMENT

This Convention does not impose any financial obligation on either party.
Each organization remains autonomous, retaining full sovereignty in its structure, mission, and external partnerships.

ARTICLE 6 – DURATION

This Convention is valid for an initial term of five (5) years, automatically renewable unless otherwise stated in writing by either party.

Dear Hitomi, High Priestess of Matsubara Shrine (Birth of the Global Samurai Festival) 

I am truly grateful for your presence and beauty in my life. Meeting you, especially after the passing of the high priest last year, was a blessing and a gift. I want to reaffirm my promise to support you in the years to come. Unfortunately, I have been overwhelmed this year with the growth of our Marine Foundation, which is establishing its position on the global stage. The wonderful progress here in Japan and beyond is undoubtedly thanks to your blessings guiding us.

One thing is certain: I will attend the Marine Foundation’s celebration in partnership with the Samurai Shrine in 2025. I have the deepest respect for this shrine. Dear Hitomi, you are truly a wonderful friend and a beautiful person in every sense of the word. Although Ayumi and I could not focus on ITO this year, I am confident that the news we will share with you soon will bring you great joy. We also plan to visit and share our beautiful adventure with you.

Please convey my gratitude to Xavier for his great kindness. I am looking forward to seeing you again soon and celebrating the beautiful Sunday festival with the wonderful brothers as they carry the Mikoshi at the shrine.

Now, today’s news is about the unexpected “sea procession” that took place. We had been told that the mikoshi would no longer enter the sea, so we watched with deep appreciation, reluctant to close our eyes, and offered our gratitude to the sea deity. I was once again reminded of what it truly means for something to be “divine.” This was all thanks to your deep reverence and spiritual energy directed toward the shrine. I sincerely thank you.

Javier and I are looking forward to your and Ayumi’s visit in the near future. I will convey your message to Javier. Thank you for your wonderful words of celebration.

She collaboratively works in close partnership with ICESCO and has earned the prestigious nomination of “Mama Africa” for a renewed five-year term. In her role representing the Marine Foundation, she assume a central role in orchestrating this remarkable event known as the “Oscar of Women of Excellence in Africa.”

The Captivating Aura of IESCO Rabba Morocco within its Opulent Palace Brought an Unparalleled Level of Distinction.

Naima Ben Mlouka expressed her gratitude to ISESCO Rabba for their valuable contribution to this significant initiative. In the realm of healthcare solutions and medical support, Mrs. Ben Mlouka, in collaboration with President Mrs. Ouattara of the Marine Foundation, now represents the interests of 54 African countries. This event in Morocco witnessed the participation of many notable figures, including doctors from Tunisia and North Africa. However, the presence of Mrs. Koura N. Ouattara, representing black Africa, added a remarkable touch of elegance and beauty to the proceedings. The Moroccan staff marveled at Mrs. Naima Ben Mlouka’s expertise in orchestrating the perfect seating arrangements and timing of speeches for all VIP guests.

The “Oscar Event for Women of Excellence,” meticulously organized by the Marine Foundation under the guidance of Mrs. MLooka, the event producer, and the presence of President Koura N.
